If you draw a graph such as a scatter graph and then click on the Chart Editing Tool. If you click on the button which says 'Scaling...' the resulting dialogue box usually does not allow you to change anything. Once I managed to un-check the tick-boxes within it but trying to change the Step Width and Sub-step Width, had no effect on the graph even though I was able to select different step-sizes from a drop-down menu.

Reproducible: Always

Steps to Reproduce:
1. Draw a chart and go to the Chart editing tool. 
2. Click on the 'Scaling...' button.


Actual Results:  
The resulting 'Dialog' box is usually inactive. 

Expected Results:  
The 'Dialog' box should be active and allow the scale of the graph to be changed.
