The cut icon shows a bogus vertical line in the toolbar. Opening the svg in karbon also shows a surprise hidden message, see screenshots Reproducible: Always

It's not hidden I purposely put that message there. I never had the background popping up in the icon, it should be outside of the limits of the document. I'll check it.

This still happens in Plasma 5.5 beta with breeze-icons 5.16. Note that I can only reproduce it in my high-DPI laptop, in my desktop machine it doesn't happen.
thanks for reporting the bug. the wrong icon was in action/24px. The 24px icons are not for QT applications. they were used ONLY in GTK applications. http://commits.kde.org/breeze-icons/0c02e3dd964609884aa7aa8d9d38dac5fcf3542e
