Sometimes a application preview will just show up even when no hover was ever made over the plasma panel.

Need more info. Can you still reproduce in Plasma 5.11? If you can, please sttach detailed steps to reproduce or better yet, a screen recording. SimpleScreenRecorder works well for this.
