I would like be able to select the columns for new reports.

Did you check the report settings? https://docs.kde.org/stable4/en/extragear-office/kmymoney/details.reports.config.html#details.reports.config.rowscolumns  If yes, what is your wish in more detail?

It doesn't allow me to select rows.

Looks like you have a time based reports which is aggregated. These usually have an account/category per row. Use the account/category tab to select/deselect any of them. Which (base-)report did you use and what are you trying to accomplish?

All the base report are the same I cannot select rows or columns but as an example "Yearly Budgeted vs. Actual" I also cannot create a new report I can only configure the base reports. Let me know if you want screen shots.

Just while Thomas is elsewhere, and trying to clarify, if you select 
"Yearly Budgeted vs. Actual" and configure it, can you not now save that 
as a new report?

Roger and I exchanged a test file via PM. He did not have a single transaction and once I added a few of those he was able to modify the reports. So it's not a bug. Thus I close it as invalid.
