My setup is:
*) Main panel on left side of screen - still visible
*) Second panel on bottom - align to center, automatically hidden

After each start of plasma, the bottom panel is not automatically hidden, but stays visible. I have to move mouse over the panel. When I move mouse away, panel is finally hidden. I don't need to click on it.

I have only one screen setup.

Reproducible: Always

Steps to Reproduce:
1. Add a new panel and set is as "Auto hide"
2. Restart plasma shell 

Actual Results:  
Panel remains visible.

Expected Results:  
Panel is automatically hidden.

I can confirm this. I added a left panel and a bottom panel, set them to auto-hide. The bottom panel isn't hidden initially.

there is one pixel gap in between screen edge and panel.. I fixed it at on point for right aligned panel now it is broken for bottom panel.. Will take a look...

Any update on this? Latest Plasma 5.5.3 and still does not work correctly.

addition: I have three auto hide panels: left, right, bottom; and one main panel (top, no auto hide)

I can also confirm this bug. I just reinstalled a clean Kubuntu 15.10 and the issue happens all the time.

I don't know, if it is connected or this is a separate issue, but when I enable active borders (allows switching desktops by mouse move over border), hidden panels newer rise up when I come close to border.

For what it's worth, as a workaround I set up a desktop-login script using xdotool to hide my panels just after login:

#!/bin/bash
sleep 3
xdotool mousemove 2534 1445 mousemove restore mousemove 1920 2032 mousemove restore

(obviously the sleep time and mouse locations would need to be customized for a given desktop)

I can still reproduce on Plasma 5.12.3 with active borders on.
Panel is not hidden on start, it hides on mouse over. But never rise up again.

Video: Intel integrated, 4th generation

Could be a Qt issue? I've no 5.10 available yet.

A lot has changed since this bug was filed. Is it still reproducible for you in Plasma 5.24 (the latest LTS version) or 5.25 (the latest version, period)? I can't reproduce it FWIW.
