The panel does not show its right border anymore; only the left border is displayed. Also, the left border is displayed on maximized panels now; previously, it had no borders on both sides. Reproducible: Always

can't argue with a screenshot. Confirmed. Is that the default Plasma theme? would you be able to attach your ~/.config/plasma-org.kde.plasma.desktop-appletsrc file?
The theme is Breeze Dark with a few customizations; it happens with other themes too (including plain Breeze Dark and Oxygen). File will be attached in a while.

You're missing the toolbox too. Probably related. If you run plasmashell from a command line do you see the output line: "Toolbox not loading, toolbox package is either invalid or disabled"
The toolbox, as in the ugly thing with the menu? That’s disabled in Folder View Settings → Tweaks.
That's not quite what I asked.
I cannot see this message, with or without the toolbox.
There’s something else to this bug. You see, I have three panels: one at the top and two at the bottom. The top one is maximized, the one depicted in the screenshot is at the bottom center, and the remaining one is at the bottom right. And when I move the bottom right panel so that it does not touch the edge of the screen, all three panels get a right border. When I move it back so it touches the edge of the screen, the borders disappear. I’ll throw in two more screenshots.
