This is reproducible every time. I thought it was KWin but Openbox led me to plasmashell as the culprit. If I start up a game e.g., Left 4 Dead 2 through Steam with vsync enabled, all is well. The moment I alt+tab out of the game and return to it, there is tearing that I just can't get rid of until I kill plasmashell.

Reproducible: Always

Steps to Reproduce:
1. Open a game e.g., Left 4 Dead 2, Team Fortress 2
2. If vsync is enabled, it's respected as long as you don't lose focus of the game
3. Alt+Tab out of the game and return to it


Actual Results:  
Even if vsync was enabled and was working, it appears to no longer work as tearing becomes constant.

Expected Results:  
No tearing.

I can work around this by killing plasmashell. If I kill it, the game is tear free again. I actually created a shortcut of "killall plasmashell" and it works a charm. I just wish I didn't need the shortcut :)

I can confirm that it's still happening on Kubuntu 16.04.

Unfortunately I can no longer test as I've moved to Manjaro which never suffered from tearing. As far as I am concerned, KDE Plasma on Manjaro is amazing right our of the box (granted some minor bugs and annoyances).

Sorry I can no longer help with this 5 year old issue :(
