When I go to System Settings -> Power Management, I can't find "Suspend" or "Hibernate" amongst the options to chose from the box next to "When laptop lid closed". In KDE4, I had the option to suspend to RAM, at least. Reproducible: Always
Can you check whether you can actually suspend through eg. Kickoff's Leave menu?

Let me add that I had to hack my /usr/bin/startkde, line 393. I had to remove kwrapper5 in order to have shutdown and reboot buttons at all. Maybe this is relevant.
So it looks your setup is pretty broken then. Perhaps Logind missing or something?
Why is this marked as invalid? I have OpenRC instead of systemd, so no logind. What do you mean by pretty broken? I can undo the change in startkde, and the bug persists. Also, my system definitely has the ability of suspending, I've suspended before with KDE4. It's certainly a problem that only occurs with Plasma 5, but I don't know which component I should file the bug then.
