This is in Kubuntu 15.04.  I have a Lenovo desktop PC with Kubuntu 15.04 and an HP Desktop with Windows 7 and the two share the same keyboard, mouse, and monitor via a KVM switch.  When you swap the Ctrl and Caps lock in Kubuntu, it works fun until you do jump to the Windows PC and back.  Once you're back in Kubuntu, the Ctrl and Caps Lock are no longer swapped.  However, in the settings it says that they are.  (See Steps to Reproduce)

Reproducible: Always

Steps to Reproduce:
1. Hook a Kubuntu 15.04 PC to a Windows 7 one via a KVM switch
2. In the Kubuntu PC, go to: System Settings ==> Input Devices ==> Keyboard ==> Advanced ==> Ctrl Key Position and then click on Swap Ctrl and Caps Lock.  
3. Click on Apply
4. The Ctrl and Caps Lock are now swapped.  Everything should work fine at this point.  
5. With the KVM switch, switch over to the Windows PC.  Now switch back.  At this point Ctrl and Caps Lock are no longer switched.  Test it in Kate or some other program.  
6. Now go to this again: System Settings ==> Input Devices ==> Keyboard ==> Advanced ==> Ctrl Key Position.  You'll see that it's still set to swap Ctrl and Caps Lock, despite that no longer working.  
7. Uncheck Swap Ctrl and Caps Lock and then re-check it, then click on Apply.  
8. At this point the swapping of these keys works again.  Test it in Kate.  This unchecking and re-checking must be done every time one switches from Windows back into Kubuntu.  

Actual Results:  
Ctrl and Caps lock swap is nullified by a KVMing from Kubuntu to Windows and back.  

Expected Results:  
You should be able to KVM from Kubuntu to Windows and back with the Swap Ctrl and Caps Lock working as it's set to work.  

The same bug has happened both with a Belkin and an IOGear KVM switch.
