Konqueror > Help menu > Konqueror Handbook menu item produces "The URI 'help:/konqueror/index.html' does not point to a valid page." Clicking on "Search for packages containing this document." produces no such package.

In Kubuntu 14.04 with KDE/Konqueror 4.14.2 the Help action in konqueroes menu opens the Konqueror Handbook in KHelpcenter.
The error messages you provided are displayed in Yelp in a Gnome desktop environment, right?
Do you have the application khelpcenter installed?

I should have pointed out that I'm using openSuse 13.2 with the Gnome desktop.

According to Gnome, I don't have khelpcenter (unless I do but it doesn't work in Gnome) and I don't know what Yelp is so I don't know if I saw the message in that or something else (Gnome doesn't list having Yelp and Gnome Help has nothing responsive to a find for Konqueror).
