I added several custom global shortcuts (using New | Global Shortcut | Command/URL, not under a group), but they started disappearing a day ago. The default screenshot shortcut is gone too. Only KMenuEdit is left untouched. This happened yesterday first, there wasn't any update which could cause it. I re-created my shortcuts, then when I turned the computer on today, they are gone again.

The process is kcmshell5, window title is Custom Shortcuts - KDE Control Module

Don't know why would this happen.

Reproducible: Sometimes

Steps to Reproduce:
1. create custom shortcuts
2. ? (turn PC on again?)
3. shortcuts gone

Actual Results:  
custom shortcuts gone, as well as one of the defaults, screenshot

Expected Results:  
keep the shortcuts

Tried adding them again, this time in a group, but after closing and re-opening the custom shortcut settings, they are gone again, except KMenuEdit. The disappeared shortcuts work until I reboot (did not test log out).

This makes the steps to reproduce (for me at least) change step 2 to Close settings window.

Note that I have a distinct situation: in the Global Keyboard Shortcuts part of systemsettings, I cannot define custom global shortcuts because this feature is not available anymore. I'm unhappy with this because I am a heavy user of this feature. Further, the old custom shortcuts do not work anymore. Current system:

I have the same issue and it's really annoying all the shortcuts are gone and every time I try to add them again they disappear after restarting my computer.
It's really annoying to add them every time I open my computer, I use the terminal and the snapshot shortcuts excessively.

I'm seeing the exact same issue on plasma 5.4.2 (arch up-to-date as of right now).

My workaround is to export the custom launchers after having them set up and then import them when KDE forgets them.

Having the same problem. In the 'Global Keyboard Shortcuts' section, 'KDE Component' selection box, the 'System Settings' option no longer appears. In the 'Custom Shortcuts' section everything has disappears on reboot except KMenuEdit. 

Around the same time this happened KDE apps like Kate and Dolphin started telling me all of my keyboard shortcuts are ambiguous. Not sure if that's related. I had to delete the shortcuts and reset to default to fix that problem.

Same issue here. (Arch Linux, systemsettings 5.4.2, plasma 5.4.2, KDE Frameworks 5.14.0).
Last night I reconfigured my shortcuts and I could see them written in ~/.config/kglobalshortcutsrc. Today, I turned my pc on and the shortcuts were gone - and checking the mentioned file, it looks like the config file was reset.

A workaround I have found is that any shortcuts added to KMenuEdit will be saved after restarting your machine, as the usual behaviour.

I can confirm that it's an issue still on 5.5.3 (kubuntu willy backports)

Thanks for the report. I've just tested this on systemsettings 5.20.2 and I can't replicate the issue.

For me the new KDE version works fine: KDE Plasma Version: 5.19.5
