This isn't really a bug,  but more of a feature request.  
In kde4, one could select an image and a color to use for the wallpaper.  
http://i.imgur.com/0C3xdls.png  is how one could choose the image and the color.

The reason for this is if you use an svg with some transparent parts, the background color will show through.  



Reproducible: Always

Steps to Reproduce:
1. right click the desktop
2. select desktop settings
3. on the wallpaper option, click open
4.  to get svg files to actually show up,  click the x on the filter box
5.  select the svg file and click open
6.  highlight the svg file.  you don't get a preview from this window
7.  click apply


Actual Results:  
The background is black, including the transparent part in the svg file.

Expected Results:  
I was hoping to see my wallpaper just like it used to be in kde4.

I wasn't able to upload the svg file to imgur.  Apparently imgur doesn't like svg files.  I can provide the svg file I'm trying to use though.

If you change the fill mode to Tiled or Scaled keep proportions there should be a color picker. We don't advertise support for SVG/transparent wallpapers hence the color option is only available when it would be visible with an opaque wallpaper.

Yes, there is a color picker if you choose "Scaled, Keep Proportions" and "Centered" from the Positioning drop-down box.  These two options do show the svg on top of the color, but I'd like to have the svg scale up to fill the entire screen.  If the option "Scaled" would show a color picker, I think this would work.

[Image Wallpaper] Make color picker visible for all positioning mode.
