Folding for functions doesn't work if the next line of function definition is commented.

Reproducible: Always

Steps to Reproduce:
Just open Kate with the following code:
def func():
  # comment
  statement

Actual Results:  
No folding presented

Expected Results:  
Folding for function should be presented

Kate version 3.14.10
