This all got refactored for 5.4 and I've not seen it since. I'm going to hope it's fixed, but it might not be. Can you let us know if you see this in the 5.4 beta onwards? Thanks
Same problem on Kubuntu 15.10 (beta) with KDE Plasma 5.4 and KDE Frameworks 5.13.0. As a workaround, I can hide the network icon from systray preferences and use it from the systray popup. After that, I can show it again and this time the icon works as expected. So I think it's something related to the desktop startup.
Created attachment 94670 [details] volume widget missing image @David This may be unrelated but the volume widget goes missing time to time on Plasma 5.4. Do you want me to create a separate bug report under Kmix.
Same problem in kubuntu 15.10 final release: network icon missing.
Actually it seems not really fixed but is a dup of bug 352055
