I use the "inverted" mouse wheel setting. After unplugging / replugging the mouse or a suspend / resume cycle, the effective mouse settings are reset to "default", ie. mouse wheel direction is "traditional" instead of "inverted" etc.

So apparently, the mouse settings do not get effective after unplugging / replugging the mouse, and apparently the same happens for suspend/resume.

Reproducible: Always

Steps to Reproduce:
Unplug/Replug:
1. Set mouse wheel to "inverted" in kcm_mouse and apply.
2. Unplug mouse and replug it.
3. Mouse wheel direction is not inverted any more.

Suspend/Resume:
1. Set mouse wheel to "inverted" in kcm_mouse and apply.
2. Suspend system and wake it up again.
3. Mouse wheel direction is not inverted any more.

Actual Results:  
Mouse wheel direction is not inverted any more.

Expected Results:  
The settings configured in kcm_mouse are effective and the mouse wheel direction stays inverted.

Doesn't seem Kubuntu specific. I can reproduce it on openSUSE (at least for unplug/replug). I'm running Plasma 5, with these package versions:
plasma-framework 5.12.0
plasma5-workspace 5.3.2
