Currently have the ability to snap a window to the top-left, top-right, left, right, bottom-left and bottom-right of the screen. Would be nice to be able to snap to the top and bottom (half the screen)

Reproducible: Always

Steps to Reproduce:
1. Drag window to top or bottom of screen

Actual Results:  
Nothing happens

Expected Results:  
1. Grey outline would appear, indicating the window will be snapped properly
2. Window snaps when let go of mouse
