The example shortcut in System Settings -> Shortcuts -> Custom Shortcuts -> Examples -> Run Konsole is activated.

This works very nicely, but when I restart, it no longer does anything after login.
Opening the Custom Shortcuts window (no need to press apply, no need to change anything) makes it work again.

I don't know if this is due to some problem with my xkb setup, or a recent change (all KDE built from git sources).

If it is due to a change, it would have to have been in the last maybe 10 days or so.

Input Actions service is not started on boot. What should start this?

Christian I'm unable to reproduce this issue on systemsettings from git master.

Can you please test and confirm if this issue is still occurring or if this bug report can be marked as resolved. I'm setting status to "needsinfo" pending your response, please change back to "reported" or "resolved" when you respond, thanks.
