My bluetooth recently disappeared, I no longer see it in my setting? How do I add it back.

Reproducible: Always

Steps to Reproduce:
1. View setting, bluetooth no longer there


Actual Results:  
No BT setting

Expected Results:  
Should be able to add BT device

I've tried rebooting, and do a update nothing happens.

I did a fresh install of Kubuntu 15.04 and problem still persists.
