Some actions performed by holding a certain key, like the temporary line tool when using the brush tool (default shortcut: V) and the panning feature (default shortcut: spacebar) cause the pen/mouse cursor to flicker between their normal state and their toggled state after the keyboard repeat delay time passes. It's an annoying but minor bug which apparently isn't affecting functionality.

Reproducible: Always

Steps to Reproduce:
1. Switch to the brush tool;
2. Hold the V key for an amount of time greater than the keyboard repeat delay time.

Actual Results:  
The cursor flickers.

Expected Results:  
No flickering should occur.

This no longer happens in 4.0
