Everytime I want to save or open a file I get a dialog window for that. 

Though I have set all my icons for the system to "breeze" the icons shown in the file dialog (also in dolphins 'places') are the smallest sized breeze icons (which are black and white and look completely different than the bigger ones I chose in systemsettings!). 

Now for me these symbols are way to small: 
First of all I have to set fonts quite big because of my eyesight constrains. The icons are way to small to fit the font size....  
Secondly they are black and white though the symbols I use in dolphin are blue for standard folders. Why would anyone want to have different icons for the same thing? I can understnad that there is an option to use different icon sizes in different areas of the desktop but they should be the same icons. 
Last, why is there a systemsettings page for all icon sizes but these sizes get ignored by many applications and even in the open/save dialogs which is a vital part of the KDE desktop itself...

In Dolphin, you can configure the icon size in places panel using the right mouse menu. For the file dialog, if this is the KDE file dialog, you can also configure icon sizes with the menu button. If unsure, add screen shots.

sry for the delay... 

Some yes, some no...

I could use the bottom panel slider in dolphin to resize the main window icons, 
I could use the rightclick-choose-iconsize-method for adjusting the sidepanel 
and I could use the top slider for matching everything with the "open/save" dialog (the one which is used on many occasions thoughout KDE...) 

Though changing the sidepanel symbols to small uses a different non color minimal icon set. I do not see how this is to prevent but it seems as if breeze uses different small symbols than bigger ones... 
which I think is still a bug because it is not consistent at all. 

Also the "open file"- dialogs in different applications (either assigned as KDE applications or also others) do not respect these size settings... 

Openening a "save as"-folder in ksnapshot for example - sidepanel symbols "places and favorites" are huge and can't be configured as in dolphin (at least I do not find any settings) and do not change size with the top right slider... 
(Btw: why is it top right when in dolphin it is down at the bottom? Though there is all empty screen space in the top right in dolphin as well - I really think this is unnecessarily confusing and there should be ONE place for a symbol slider if any and not different ways of setting sizes everywhere) 

Firefox for example uses something completely different. And as much as I understand that firefox is not a KDE application from a users perspective it doesn't make sense - it just looks bad. KDE doesn't have a maintained browser projects of it's own so, at least in my opinion, at least the most common choices should be integrated in the visual language of KDE . 

Openoffice uses own symbols which is also annoying and they do not size with the KDE settings. 
ON the other hand starting the calligra suite as the KDE office alternative I get huge symbols to choose my template or whatever which are not the icons nor their sizes used in the "open/save" dialogs... 
At least I have no trouble seeing them. 

I understand why the situation is as is but I still think these should still resolved somehow: 

- icon sizes, looks and types should be consistent with the choices in system settings. 
Any exception should be a deliberate choice by the user on a per application basis ... 

- settings for changing the standard KDE icons in any application should be done by a standardized tool which can be found at the same place for every application (as far as KDE can get control of that...)    

- the breeze icons should never have different sets of icons for different sizes. That contradicts the purpose of icons all together - symbols deliver visual representations of objects to make it easier for the user to intuitively grasp the information without reading and interpreting. Making them look different in different context completely negates this.
