KWin interprets struts relative to the bounding rect of all screens, should be root window geometry - NETWM is (surprisingly ;-) clear on this.

Same situation as https://bugs.kde.org/show_bug.cgi?id=349191 - but on the window manager side, not the desktop side.

It's a fringe bug, but spec violation.
