Should probably be applied to all the layers without paint devices, e.g. group, vector and clone layers.

The bug is still actual. The problem was fixed for Group Layers, but not for clone layers :)

So automatically create a transform mask for clone layers. Shouldn't be too troublesome. I'll have a swing at this.
