When using "Scaled, Keep Proportions" wallpaper positioning for Image wallpaper type if I choose a wide image then a thinner one, the wider image is still visible.

Reproducible: Always

Steps to Reproduce:
1. Configure wallpapers to Image and Scaled, Keep Proportions
2. Choose a wide wallpaper and click apply, "Air" is a good wide one
3. Choose a thinner wallpaper and click apply. "Flower Drops" is a good one to try

Actual Results:  
Right and left edge of "Air" wallpaper is still visible where "Background Color" should be showing.

Expected Results:  
Air wallpaper goes away and "Background Color" appears where the chosen image is not wide enough.
