When I assign a window shortcut, it fails to persist after a reboot.

Reproducible: Always

Steps to Reproduce:
1. Right click on title bar of a window like Konsole.
2. Select more actions, then 'Windows shortcuts'
3. Set a shortcut
4. Reboot, open window, view shortcut.

Actual Results:  
Shortcut not persisted

Expected Results:  
Shortcut should persist

shortcut preservation across session doesn't work because session management doesn't work at all atm.

in general, please notice that window shortcuts assigned this way are lost as soon as the window is destroyed (closed) - it's however possible to assign shortcuts to windows that match certain criteria via the rule system (special window settings)
