Unable to down load wallpaper, nothing happens

Reproducible: Always

Steps to Reproduce:
1. open desktop setting
2. select download wallpapers

Actual Results:  
Loading of providers from file: http://download.kde.org/ocs/proviers.xml failed

Expected Results:  
Should see list of wallpaper to download and use.

This happens when that site is down.

This bug doesn't seem to be fixed. I can access the URL from a browser, but KDE complains that it cannot load it regardless.
