Maybe you don't have it installed? Maybe you're using Plasma 4 but you have Plasma 5 kde-gtk-config version installed?
It works since 2 years and stops one day. I'm shure that I have it installed. I have a one month old backup and when I restore from it there is GTK in Systemsettings. When I update the whole system, it disappears immediately. sudo pacman -Ss kde-gtk-config extra/kde-gtk-config 5.3.0-3 (plasma) [installed] GTK2 and GTK3 Configurator for KDE
Help somebody? It's very important setting for me and is important at all since we use GTK apps in KDE.
I'd suggest you to address your distribution: https://bugs.archlinux.org/
I'm pretty shure that this is KDE related problem which affects Arch first because of it's cutting edge package politics.
I found the problem in the Arch forum. This is not a bug: https://bugs.archlinux.org/task/44842
