The Wallpaper option contains the option to change the desktop layout - surely this layout change should be a separate configuration from Wallpaper.

Reproducible: Always

Steps to Reproduce:
1. right click on desktop
2. Select Wallpaper
3. Change layout

Actual Results:  
Although it works, Layout needs its own separate configuration slot.

Expected Results:  
Although it works, Layout needs its own separate configuration slot. Layout is not a wallpaper.

Taking the KCM guidelines into consideration the dialog should show only wallpapers, the GHNS button (which should contain of the local file access) and on demand the expert features like different layout.

I was thinking that change of layout should be in the systemsettings 5 only.  The "Desktop" menu item should only change the current desktop settings (i think maybe add the ability to change resolution as well?).

True. But why not a) have these settings in SySe as well (which would need some rework since the sidebar does not belong to KCMs) or b) use the same layout. If c) only Layout will get separated from wallpapers it could get merged with Location or Tweaks.

It can't go in system settings as it's changable per screen/activity.

Why? That has nothing to do with any of the other entires.

I don't use activities so i was unaware of that

I see it as a user wanting to adjust the view of their desktop in a single place but i guess thats a personal preference

I'm not sure what the best way to do it is as i'm just a user that helps by bug reporting or making helpful (hopefully) suggestions.   I just feel that sometimes, choices are made from a pure developer stance rather than an ordinary user as the preferences made by both parties can be totally different

So the thing is: We need to find a solution for offering per-activity system settings anyway if we want to really unlock the power of Activities. Currently we have per-Activity settings for power management (and I think it could be solved better than how it is there), but it should not remain the only place.

Long story short: "It can't go in system settings as it's changable per screen/activity." might be kind of a valid argument at the moment (though power management settings show that it isn't really), it should not be.
