Breeze Dark icon theme should inherit Breeze, at least its index.theme contains the line "Inherits=breeze,oxygen". But when I switch to Breeze Dark some icons vanish, e.g. in systemsettings the icon for the emoticons is gone.

I don't know why it doesn't work but it's been fixed by simply copying the icons to Breeze Dark.
