We are currently including some LGPL-2 only files without distributing a complete copy of the license (these files are not covered by the COPYING.LIB  file which is an LGPL-2.1 copy). This makes this software unacceptable for Debian. Adding the file solves the issue.

plasma-sdk now includes a copy of LGPL-2.0
