Just did a fresh install using the KDE for windows installer of Okular. When I try to launch Okular.exe from it complains with "The program can't start because libiconv.dll is missing from your computer ...".

If I then go into bin and copy "iconv.dll" as "libiconv.dll", okular works as expected.

Windows 8.1 64 bit

Current okular from craft seems to work fine for me.
