Simple: When all windows are minimized (when "i am on the desktop") clicking on "Application Menu" opens the Menu. Same thing for the Tray on the Task panel: it pops up. If one window is visible it dont work. It just adds another entry to the task panel, which instantly is removed again. Popup menus from the apps that reside in the panel besides the System Tray have working popups. If I remove the panel and add a new one it works again shortly and then it does stop to work again. So to access the System Tray or the Application Manu I have to "show desktop" first. Reproducible: Always Steps to Reproduce: 1. Start a Program, i.e. Dolphin 2. Click on "K" or System Tray 3. Short activity on the panel, finish, menu dont open. Actual Results: Windows block Popups from Application Launcher or Panel. Expected Results: Panel or Application open Menu that overlay all opened Windows.

maybe the popups are opening behind the windows? if the windows are not maximized, are the popups partly visible behind?
