Using Fcitx, if I select US as the default input with Kana Kanji as second input, the default keyboard layout becomes Japanese and vice versa.

If I choose to override the keyboard layouts and only put a single layout in there nothing changes, except for the fact that the layout indicator doesn't appear in the system tray if I deselect the option to show the icon when a single layout is selected.

Reproducible: Always

Steps to Reproduce:
1. Have two different language input methods selected in Fcitx
2. Switch keyboard focus to a different window
3. Notice the keyboard layout has changed.

Actual Results:  
The keyboard layout switches to match the bottom-most option in Fcitx.

Expected Results:  
If there is a layout defined in the input methods configuration it should stay on that, else the layout should match what is defined in the IM; either sticking to the topmost value, or sticking to the keyboard layout defined in the IM configuration.

Running KDE version 5.9, I don't really know what module the input method belongs to so I just put it under general here.

In the meantime the issue has been fixed.
