My local is uk. But if I need to change it temporary, for example, to American English, I just choose it in systemsettings - help - Switch Application language list. But then if I need to turn back to my local, Ukrainian, I see there is no Ukrainian in a list. Instead of it there is American English and portugues du Brasil and one with Asian characters. This is very strange because my local is Ukrainian and I'm using only Ukrainian, Russian and American English but no portugues and, of course, some asian. The only one workaround is if I push defaults button, after which when I restart systemsettings it becomes in Ukrainian. And it's automatically adds fallback language but again there is no Ukrainian in a list: not in main and not in fallback lists. Please si screenshots how it looks. Reproducible: Always

Same here with German, Kubuntu 15.04, KDE-Plasma 5.3.0
Also not fixed in Kubuntu 15.10 Wily with latest KDE.
The settings shown in this screenshot are not of a KDE-written UI. This seems ot be a Ubuntu-specific language selector, KDE's own looks quite different. Please report this to the distro.
Eike, this is the 'Switch Application Language' dialog for systemsettings.
That's still unrelated to the KCM then, do you know the place in Frameworks it should be moved to?

A bug triager reassigned your ticket to the "Language" module of "System Settings", which I maintain. That module has a completely different UI from the one shown in your screenshots, that's what I pointed out. It has since been reassigned to a different component.
