Upgraded to 5.3

sudo add-apt-repository ppa:kubuntu-ppa/backports
sudo apt-get update && sudo apt-get dist-upgrade

Before upgrade, touchapd and mouse worked as expected. After upgrade, touchpad and mouse functionality was nonexistent. Pointer was minimally responsive and extremely erratic. Attempting to move the pointer up and down with the touchpad resulted in windows scrolling and other non-predictable behaviors. Downgraded KDE and everything returned to normal.

Might be a conflict between mouse/touchpad/touchscreen.

The touchscreen was responsive enough to allow *some* navigation. Picked KCM but not sure.

Reproducible: Always

Steps to Reproduce:
1. Upgrade to Plasma 5.3
