Nvidia GTX770, proprietary driver 346.59 (recommended in Ubuntu), Ubuntu Vivid. There was no such problem on the same hardware in Ubuntu Trusty with KDE 4.14
Everything can be seen on the video in url.

Reproducible: Always

Steps to Reproduce:
1. Open systemsettings5
2. Open some configuration modules and switch tabs

Actual Results:  
Sometimes there is a graphical lag before displaying settings.

Expected Results:  
Settings should be displayed smoothly

Is this something you can reproduce with Plasma 5.19 or 5.20? I don't get any lagging anywhere.

Currently there are some issues with System Settings that together look
graphical lags. I have recorded some videos to show you the issues that occur
on my system.

Operating System: Arch Linux
KDE Plasma Version: 5.20.2
KDE Frameworks Version: 5.75.0

Issues in this video:

Fade-in effect is applied to titles of Global Theme, Plasma Style, Colors, Icons, Cursors, Fonts, Application Style and Window Decorations KCMs;

System Settings takes a few milliseconds to render...
the highlight in blue around the selected item in Global Theme, Plasma Style, Colors, Application Style kcms;
the grid in Icons, Cursors and Window Decorations KCMs.

"Font Management" kcm takes a few milliseconds to load the fonts list and we can observe a blue progress bar on bottom.

Issues in this video:

Fade-in effect is applied to titles of General Behavior, Virtual Desktops, Screen Locking, Desktop Effects, SDDM, Splash Screen, Background Services and Autostart KCMs.

Virtual Desktops KCM apparently flickers when I switch to it.

Label of "Help" button has fade-in effect in Screen Locking kcm.

Highlight in blue is not immediately visible around "None" when I switch to Splash Screen kcm.

System Settings takes a few milliseconds to render...
the effects list in Desktop Effects kcm;
the list of startup services in Background Services kcm;
all options below the "monitor" in Screen Edges kcm.

Fade-in effect is applied to titles of Notifications, Users, KDE Wallet, Accounts,
User Feedback, Launch Feedback and Language KCMs.

We can notice two bars on top when I switch to Languages KCM.

System Settings takes a few milliseconds to render "clear" buttons inside path fields of "Locations" kcm.

Issues in this video:

Fade-in effect is applied to title of Night Color kcm.

System Settings takes a few milliseconds to render...
the slider and radio buttons of Mouse kcm;
the whole Display Configuration kcm;
the devices list in Removable Devices kcm;
the red bar on top of Touchpad kcm.

Charge limit feature is visible during a few milliseconds in Advanced Settings kcm despite this video was recorded on a desktop computer without a battery.

We can notice the buttons on top enabled during a few milliseconds when I switch to "Digital Camera" kcm.

SUMMARY
While navigating through system settings, some options take a noticeable amount of time to open.

For example:
- In Windows Management, "Windows behaviour" and "Task Switcher" open fast, while
- "Desktop effects" and "Kwin scripts" are two or three times slower


STEPS TO REPRODUCE
1. Try on a clean Plasma 6 session
2. Open System Settings
3. Try to open different options. For example, the ones mentioned above.

OBSERVED RESULT
Some settings take quite longer than others to open giving a sense of lagging to the user

EXPECTED RESULT
All settings should open fast and smoothly like in Plasma 5.x
