I modify the default configuration of the panel to let the windows covering it. When moving the mouse on the edge of the panel (or on the panel if visible), the panel does not raise. This behaviour is not the one expected and is different than the one in kde4.

Reproducible: Always

Steps to Reproduce:
1. configure panel so the window can cover it
2. open an application and move it above the panel
3. Move the mouse on the edge of the panel or above it 

Actual Results:  
Nothing happen. The panel does not raise.

Expected Results:  
Panel raise above the window
