In 5.9.0, the file /usr/lib/qt/qml/org/kde/people/qmldir has an incorrect name for the plugin: KPeopleDeclarative instread of KF5PeopleDeclarative. This breaks the person Plasma applet in ktp 15.04

1. Add the person Plasma applet
