Okular 1.9.3 (KDE Applications 19.12.3) seems to have this feature: There is a "Zoom" tool that allows you to select an area and Okular will zoom such that this area fills the screen.
This bug report was about not using the zoom tool. I don’t really understand that, but Cade must have had a reason to report this. If someone can explain why adding this feature is more important than keeping the context menu simple, please explain. Otherwise I let this be closed in 30 days.
