uriencode.cmake encodes the r:\ into r%3A\
This results in windows not finding the DocBookXML4_DTD_DIR path.

Sorry for the late answer; does it still happen with recent versions?
I think about 38265304276e6305f72a7e1a68aa1b4193657820 (https://git.reviewboard.kde.org/r/124542/), so Frameworks >=5.14.

I can confirm that the bug does not exist in trunk. Lots of other bugs, but not this one!

Thank you. I hope that the other bugs are solved at this point (and if not, hopefully and selfishly not in KDocTools).
