I have create a patch for this bug. I will upload it to the review board. 

Reproducible: Always

Steps to Reproduce:
1. load at least 2 local wallpapers
2. remove the 2 local wallpapers
3. Press apply


Actual Results:  
The remaining wallpapers are being shown twice.

Expected Results:  
Wallpapers shouldn't shown up twice.
