This was present both in 2.9.0 and 2.9.1. Even though I save my workspace the toolbar always resets after exiting Krita. When launching Krita I have to go to Settings/Configure Toolbars and make some changes. The interesting thing is that the changes are saved in the Settings/Configure Toolbar menu and yet the toolbar does not have the layout presented in the settings.

Reproducible: Always

Steps to Reproduce:
1. go to Settings/ Configure Toolbar
2.change buttons
3.restart Krita and the changes are gone on the toolbar itself but are saved in the settings menu

Actual Results:  
settings were reset

Expected Results:  
settings saved

I have seen this happen with the zoom buttons, though the clear canvas button did work. It's probably because we only create the actions for zooming after an image is openen or created, which is done after the toolbar was created.

Yes, now you said it, it is true. It only does this with the zoom buttons.
