The git version scheme seems to be based on a version 4.x whereas the versions in bugzilla are based on 0.x that is a huge mismatch which needs to be explained or - better - moved out of the way by syncing the available versions.

One is the okular version, the other is the version that goes into a particular KDE Applications release, they are two different things altogether.
