When using brightness keys to dim the screen I noticed that the bar in the ocd will update only when repeatedly pressing the keys not by pressing and holding down.

Reproducible: Always

Which Plasma version is that? I cannot reproduce with what is to become 5.3, it may have very well been fixed.

Its Arch linux with plasma and frameworks from git. My laptop has amd graphics.
Also in two Intel machines with Netrunner 15 (plasma5.2, frameworks5.7) the tray popup always reports "0/7" as screen brightness and the bar changes steps backwards (its empty when 100% goes full on 0%).

I am sorry I don't have access to these machines for the time being. Also kmix works as expected on the othe hand.
