This works for me. * Did you upgrade from a previous version? * Do you still have a klipper process running? * How did you configure the shortcut?
Yes, It is an upgrade from 14.10. 16:23 [vip:~]$ pgrep klipper is empty Shortcut is set from system settings. And oh, I see your point probably. There is also "old" klipper binary, which can be run. But it comes from plasma-workspace package. I'll try to test for a running process when shortcut will not work, and report.

Ok, happened for me now. Alt+f2, settings, Shortcuts, "Global keyboard shortcuts" module, from combo list: KDE component: plasmashell Entry: Open Klipper in mouse cursor position, value: Ctrl+Alt+V I do not have English language desktop, hope the translation looks ok.
I believe this is an issue with the Ctrl Alt modifiers. When using those the shortcut shows as broken characters. When I set Ctrl Shift B the menu opens reliably at the mouse cursor every time. Can you please test the alternate and confirm if this issue is still occurring or if this bug report can be marked as resolved.
