As the title says. For example if you assign a shortcut to the network manager applet and trigger the shortcut, the applet is activated only if plasmashell was unlocked when it started. Otherwise nothing happens.

Additionally, when started locked the shortcut config panel of the plasmoid seems to not be able to load the keys combination that was previously saved. It is loaded without problems if plasmashell is started unlocked.
