In version 4.6RC1, event volume is increased whatever the settings I change.

Reproducible: Always

Steps to Reproduce:
1. Decrease event volume to 10% or mute it
2. Do something which will generate sound (e.g. shift+del on object)


Actual Results:  
It increases the volume to a higher value

Expected Results:  
It should keep the setting.
