Set up a (Window Action) shortcut to map "Ctrl+^" to the key sequence "ctrl+shift+u:2:5:c:a" (basically to make that unicode escape sequence more convenient) but all that gets replayed (in any window) is the "25ca" sequence.

Window Actions don't have shortcut keys. I think you mean: Global Shortcut > Send Keyboard Input. Window Actions only trigger when a window changes. I've tried a general Global Shortcut and the Shift works. I did "Shift+h:e:l:l:o" and it worked. Can you please confirm if this issue is still present for you or if this report can be resolved, thank you. I've set this bug to NEEDSINFO.
