I put a panel on the top of my screen and set it auto hide. But when I am using full-screen application (eg. Gwenview, firefox) I cannot click where it hide even it is not really exist

Reproducible: Always

Steps to Reproduce:
1. put a panel where you like and set it auto hide
2. open a full-screen application 
3. click the area where the panel hide 

Actual Results:  
You will find that area cannot be clicked

Expected Results:  
If you put a panel on the top and opened a full-screen Firefox , it is supposed to switch between tabs but it cannot respond to my clicks
