After starting krunner with Alt+F2 and typing help:digikam the help page of digikam is not shown in konqueror. Starting konqueror and entering help:digikam does.
The environment is Plasma 5.2
Instead konqueror uses the URL:
help:kioslave5/help/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/khelpcenter/documentationnotfound/index.html with an error message:
Onbekende foutcode: 0 Limiet voor doorverwijzing bereikt U wordt vriendelijk verzocht zo mogelijk een volledig bugrapport in te zenden op http://bugs.kde.org/.
Translated: Unknown error code: 0 Redirection limit reached ... 

Reproducible: Always

Steps to Reproduce:
1. Enter Alt+F2; enter "help:digikam" without quotes and press Enter.
2. konqueror appears with the given error message

Confirmed. This seems to work with krunner in KDE4. Though it opens the help menu in chromium for me.

Still affecting krunner on openSUSE Tumbleweed with Plasma 5.20.3.

Though opening help:/konqueror opens very old help files.

It seems like digicam has migrated to a web-based documentation. If you have a look at KHelpCenter you can see that there is no entry for digicam.

No sure what you mean with very old ;)

But generally speaking I find it not ideal that the help files get opened in konqueror. The problem is that the text/html mimetype gets evaluated when the manpage is found, but the apps usualy don't know how to handle the helppages. Fox example firefox can't display these help pages.

An alternative would be to use KInfoCenter as an application for these help URLs when we run a match. But that feels like a workaround and not a solution. @dfaure Any thoughts?

On the webpage of digikam it states there is digikam-doc with the help pages for local storage. I do see that for translation there is digikam-doc in docmessages with quite a lot of .pot files. However I could not find digikam-doc as a package in the openSUSE repository. So either this package is not made available via KDE or openSUSE does not proces it into a package in the repository.

Yes, still happening in 5.23.3. I confirmed there is a digikam-doc package on Fedora but it is installed.

I tested with help:kate and help:dolphin and they open.

digikam-doc is no longer present, so this can be closed.
