In KDE 4 I had the setup:

Windows Key (meta) + 1-6 switching to virtual desktop 1-6 and then Meta+Shift+1-6 bound to "Window To Desktop 1-6"

In Plasma 5 (KWin 5) this set up does not work. 

The keys appear to be bound correctly, "Desktop 1" shows as "Meta+!" which is correct and the same behavior as kde 4. However, pressing the key, triggers "Switch to desktop 1" rather that "Window to window 1". 

This functionality worked in KDE4 but is broken in KDE5.


p.s. sorry if this is the wrong section, the global shortcuts key lists the settings under KWIN so I'm hoping it's kwin related
